Description: City Council first adopted an annexation policy in 1990 and amended it in 1992, then reaffirmed this policy in 2009. This policy sets out the goals and parameters for annexing property as well as providing water service. A component of the policy, the Urban Service Area “identifies those areas it wishes to provide with urban services. Primary emphasis will be given to annexing developed areas adjoining the city limits and “islands” of unincorporated territory surrounded by the city. Primary, secondary, and long-range annexation priorities for specific areas may be identified. Secondary areas may include higher value properties which assist the City in achieving a more balanced economic base.”On April 29, 2009, City Council adopted the Primary Area boundary as part of the Urban Service Area adopted at the direction of the Annexation Policy. The Urban Service Area delineates the four areas called for by the policy: the “islands” or Donut Holes, Primary, Secondary and Long Range.
